The political framework in the Cooperation of the Open University of Brazil in Mozambique

In 2010, the Brazilian government implemented the “Program to Support the Expansion of Distance Higher Education in the Republic of Mozambique”, with the objective of qualifying, at a higher level, teachers and public servants in Mozambique. In this article, we propose to analyze this implementation, in its political framework, from the written documents produced by the participants in the Program and the narratives of its main managers collected through interviews carried out in 2013 and in 2017.
